Transport systems of cities are one of the important factors affecting the socio-economic development of the country. Improving the transport network improves the quality of life of citizens, increases employment growth, strengthens the city's budget, develops business and attracts investment. Special attention should be paid to the share of railway transport, in particular – electric trains running in the suburban line. Commuter rail passenger transport is considered unprofitable and because of this, many destinations are canceled, and the remaining ones are grouped by peak hours, when there are the most passengers. The current system for assessing passenger flows and system solving the problem of transport planning, which is used by "Russian Railways" is imperfect and requires revision. One of the methods that can be used for this purpose is the correspondence matrix, which has already proven itself in the problems of transport planning of urban road transport
