Managing the Russian Railway network, which is a complex structured system with a long-standing topology, is a challenge. It is necessary to take into account both the current position of Russia in the foreign arena and the processes of reforming the railway transportation system, which fundamentally changes the industry’s operating principles and entails its management system transformation. Today the railroad industry performs a number of complex socio-economic functions aimed at modernizing economic development and increasing the rate of scientific-and-technological advance in all the related industries. The article analyzes the role of the Eastern Polygon in the development of not only the Russian Railways Holding, but also in the country as a whole.
