The paper investigates the issues of optimization and automation of the East Siberian Railway due to the transfer of the car fleet to outsourcing by means of commercial dispatching. The operational indicators of the road and the operator services market are analyzed, the system of the daily client loading plan in the ETRAN program is also considered. The analysis of the loading and the working fleet of wagons for the period 2015-2019 was carried out. The volumes of shipped products have been established and problems have been identified that do not allow increasing the quantitative indicators (loading and unloading) within the East Siberian landfill. The results of the analysis of loading for 2019 by owners of rolling stock are presented. The issue of the transfer of rolling stock to the Traffic Management Directorate has been studied. Conclusions are drawn about the advantages and disadvantages of the implementation of this service (management of an impersonal car fleet by the Russian Railways holding company).
